Introduction
The economy of the Federation has been under the threat of decline for a long period of time. The reasons for this fact are manyfold and, to a large extent, imposed on us as external conditions, outside of our borders. There is no trade centre in the Federal area that would match the volume of sales in the best hubs of certain other countries, and as a consequence, a significant part of the potential domestic manufacturing and sales revenue is lost to us due to international competition. The military efforts to defend our country from hostile foreign offenders and to spread peace and democracy to new areas are also largely relying on government funding and to some extent on voluntary contributions. Under different conditions both kinds of funds would likely get invested more profitably and consequentially have more positive cumulative impact on the domestic economic activity.
The purpose of this reform is to help our country to better meet the demands of the current circumstances. We can no longer sustain an administration whose size and cost is placing the continuation of the fundamental services in danger, and whose function has over time become nebulous and obsolete. In order to recover the functionality and efficiency of the public sector, we are proposing a detailed program to rationalize and lighten the abnormal, bureaucratic swelling of the governmental control apparatus. We focus the discussion on two major problems.
Federal Administration
The main function of Federal Administration is to monitor and control the space travel of ordinary Gallentean citizens and the inter-stellar trade in the area of the Federation. Their activities come in three varieties: Information Centers which deliver information to the public, Bureau Offices which provide information concerning the Bureau's field, and Archives which store documents and data.
In this era of high technology, everything of importance can be found from the GalNet and is also nearly impossible to remove afterwards. The best part here is that no authority is needed to supervise the process: it all takes place by itself. Against this background it seems curious that we still have a shop like the Administration in place. However, it is even more surprising that this governmental organization, which is enjoying 0.0% tax rate, is competing with private enterprises in blueprint, container and plant seed sales. Some capsuleers are copying blueprints for living, and many industrialists would be happy to manufacture containers if the government did not have a practical monopoly over the markets. It is no wonder that many worried citizens are asking what is going on here.
Federal Customs
Federal Customs is also a large organization. Like Administration, it spans over ten constellations, having four stations in each of them. The main areas of operations include Testing Facilities, specialized in making blueprints, Assembly Plants which produce weapons and ammunition, and Logistic Support which stores products and freights goods for external retailers. Often it is thought that customs should be preventing illegal entry of people and goods while facilitating legitimate travel and trade. However, suspiciously it appears to be the case that the Federal Customs is actually involved in the manufacturing business, and guilty of biasing the competition, like the Administration.
Most of the military power of Customs is patrolling at the gates inside the Federation. In a country which is based on freedom and equality, why should a deadly force be monitoring the coming and going of common citizens, right next to their home stations? Should not the Customs be primarily concerned over the borderlands? A quick look at the map reveals the dirty truth: only three out of forty facilities are located in places, whose adjacent systems do not belong to the Federation. And if you didn't guess yet, the terrifying, dreaded foreign powers which receive all this special attention are the Minmatar Republic and CONCORD.
Clearly, the Federal Customs is in need of some new perspectives.
Recommendations
In this reform the Gallente Independent Progressive Alternative proposes the following corrective measures.
Recommendation 1: The Federal Administration and Federal Customs should cease to compete with the private sector and stop selling blueprints and plant seeds. The government monopoly on containers should be dissolved and the production opened for free competition.
Recommendation 2: The functions of Federal Administration stations should be rationalized. In Sinq Laison the only necessary station should be the one in Wyllequet constellation, in Brapelille System. In Everyshore region, the Information Center in Lirsautton system of Ysiette constellation should be retained and Odixie system in Elalan constellation should keep its Bureau Offices. In Placid, one Bureau Offices station is needed in Stacmon of Fislipesnes constellation, and Kenninck in Ganoure constellation should retain one of its two Administrative Archives. In Essence, Luminaire should be allowed keep both the Information Center and the Bureau Offices, and Charmerout of Patrie only one Information Center. With this program, the costs of Federal Administration can be estimated to decrease by 80%.
Recommendation 3: Federal Customs should focus on monitoring the traffic in and out of the country. To perform the task, our team of experts recommends that in Sinq Laison, the Gallente Border Zone constellation will retain a Logistic Support station in Direrie and the Testing Facilities near the Republic Border in Thelan. In Essence, only the Renyn and Azer stations are necessary for keeping an eye on the traffic through the CONCORD space. In the regions Everyshore, Verge Vendor and Placid none of the Customs stations are next to a foreign system and are thereby redundant. In Solitude, however it is strategically important to retain a Customs station. Currently all four of them are located in Octanneve, but for the sake of reason only the Assembly Plant near Octanneve III should be kept active. With this reform, the costs of Federal Customs would drop by 87.5%.
Recommendation 4: Private security companies should be granted more authority to better answer people's security needs. The empty stations in Lirsautton, Atier and Uphallant should be donated to Federal Defence Union, and those in Foves, Aice and Laic to the Federal Navy. The station in Mies should be donated to Creodron, and one of those in Charmerout to Quafe for their services for our homeland. The rest of the stations should be sold in an auction for private investors.

The route is safe, and the travelling goes fast because no one is getting bumped by the deadly Customs ships. On their way, they visit the new Quafe station in Charmerout to enjoy a refreshing soft drink. Finally, in Dodixie they dock, exit their ships and start browsing the contracts. "Look," says Meshajeleu, "there's a nice Adrestia for sale. I think I'll take it!" "Wait," says Aglutarupe, "The business is doing so well that we can take two at the corporation's expense."
